Procedure No. 100, cl. 2: time when the employee did not work and pay was not retained / was retained partially; also periods without data due to hostilities.

Procedure No. 100, cl. 3–4 (checked 07.09.2026, zakon.rada.gov.ua): for leave, earnings include average-pay retention (including prior vacation pay) and temporary disability benefits. Do not include one-off payments from cl. 4 (material aid, unused-leave compensation, etc.). Without monthly mode, the default total is the sum of minimum wages for months in the calculation period.
